Enforcement Notes
HOSTILE: Grand jury (Oct 2025) named THCA by name. 16 smoke shop raids with PA State Police. AG Dave Sunday joined 38-state coalition targeting THCA. SB 49 amended 10-1 (DA Assn, PA Chamber, Cannabis Coalition all support ban). 93% of tested products = illegal marijuana. LEGAL under Act 92 delta-9 standard but enforcement climate DANGEROUS.
